Frequently Asked Questions on how to get State funding for Employee Training

How is the State able to give us money?
Funding is provided by State of Massachusetts’ Workforce Training Fund (WTFP) whose annual budget is approximately $20M. Your company already paid for this training by paying the annual Employee Training Tax of $8.40 per employee. It is your own money coming back to you!

Why is the State of Massachusetts doing this?
The State wants Massachusetts companies to grow and be competitive. Massachusetts does not want to lose jobs and businesses to other states. When employees improve their skills, companies operate more efficiently and their profits increase helping the State’s economy.

Is my company eligible?
In order to be eligible for a grant, an organization must contribute to the Workforce Training Fund via a surcharge of Unemployment Insurance (UI) contributions. For profit companies (of any size) are eligible since they make this contribution. Governmental entities are ineligible since they do not pay into the Workforce Training Fund.

How many employees can we train using WTFP funds? What is the maximum amount?
Since Massachusetts employers pay the taxes for each employee, you can train all current and newly hired employees. Contract employees are not eligible to be trained with these funds. Only payroll employees may participate in training. There is no limit to the number of employees a company may train, however, the maximum grant amount is $250,000.

Can I train out of state employees?
All employees to be trained must work in Massachusetts (i.e. payroll taxes are paid to Massachusetts). Individual trainees are not required to live in Massachusetts, but Massachusetts must be their primary work place and payroll taxes must be paid to Massachusetts for all trainees.

What types of training does WTFP pay for?

What is the application deadline?
Applications are accepted and reviewed on a rolling basis throughout the year. In most cases, outcome is known within 60 days from submission.

How much time do we have to complete the training?
Training programs must be completed within two years.

But isn’t it really difficult to get an WTFP contract and do all the paperwork involved?
Yes it is. Over the years, we too have heard words like “time consuming”, “demanding” and others used to describe the WTFP program. Therefore, let us be your guide as we steer you through the entire process and help you to successfully get the dollars you keenly need to fund your training.

Yeah, but I am busy now. Can I not look at this later?
Sure you can. But while you delay, every month, WTFP is disbursing funds to Massachusetts companies out of its annual budget. If you choose to postpone getting your own WTFP grant, you will:

  • – continue paying your annual taxes
  • – pay for your competitors to get training funds and
  • – not getting anything in return.

So, the real question you have to ask yourself is whether you want to receive training funding in return for the taxes you pay year after year.
